In 2006, about 26,000 Cuban doctors were serving abroad.  Cuba has donated complet hospitals to developing countries. 
After Hurricane
Katrina, Cuba even offered to provide 27 tons of medical aid and over 1,500 doctors to the devestated
areas of the U.S., but the Bush administration refused the offer, putting politics ahead of the needs of the victims.
